Perhaps using terminology similar to that used in discussions of euthanasia would be useful here. i.e. active/passive and voluntary/involuntary/non-voluntary

some example

active-voluntary: "Look a Jew, go kill him."
passive-voluntary: "Its ok to kill non-believers."
active-involuntary: "Look a Jew, go kill him." said while under duress.
active-non-voluntary: the film in discussion
passive-non-voluntary: proclaiming to be a non-muslim

I would favor legislation aimed against the active/passive voluntary case. This, of course, is in regard only to violence.

Thus far, from what I've read here and there, it sounds like a variation of the old reductio ad Hitlerum .
